They may thus be\nexpected to become familiar with all the terms which they will\nconstantly employ; with native modes of thought, native illustra-\ntions, native objections; and with that native literature, the doctrines\nof which they will have continually to refute and explode. At the\nsame time, with a view to secure a larger amount of biblical and\ngeneral information than vernacular Christian literature alone will\npermit them to acquire, the Conference think it a great advantage\nthat their preachers should learn English, and that some portions\nof their studies be carried on in that tongue. The Conference also\nconsider that, while in general school-teachers may claim that\namount of salary which their services would command in society\ngenerally, all preachers and pastors dependent upon missionary\nfunds should be paid on the great principle, which governs the\nallowances of missionaries, viz. that they are not paid according\nto the worth of their service, but only that they may live in comfort,\nand be freed from secular anxieties. They consider that this salary\nshould be fixed rather under than above the average amount paid\nto men of a similar position in life. They desire to see the native\nchurches speedily coming forward to support their own native\npastors; and suggest that, where a considerable church has been.\ngathered, and a really fit man can be found as pastor, he should be\nappointed it; that the native church should be urged at once to do\nall they can for his support, and and that the society with which it is.\nconnected should guarantee and supplement his salary up to a\ncertain point. They recommend strongly at present no catechist.\nshould be ordained as missionaries to the heathen, except in the\nrare cases of men possessing very peculiar endowments and superior\nreligious worth. May the Lord of the Church greatly increase\nthis native agency for the enlargement of his kingdom, in the.\nconversions of many souls !\n106. CONCORDAT OF 1857\nIn an effort to end the jurisdictional dispute between the Padroa-\ndists and Propagandists negotiations were entered into between the\nPope and the King of Portugal that resulted in the signing of the Con-\ncordat of 1857. It was not finally ratified until 6th February 1860,\nwhen it was signed by the king. Cited in Ernest R. Hull, Bombay\nMission-History with a Special Study of the Padroado Question\nvol. II, 1858-1890, pp. 9-12.\nIn the Name of the Most Holy and Undivided Trinity\nHis Holiness the Supreme Pontiff Pius IX. and His Most Faithful\nMajesty King Don Pedro V., having resolved to make a Treaty,",
